Yes, you can do this. Download the addon and click the icon to go the to the cardbook tab. Then click on the right hand column (where address books are listed) and click "New Address Book" -> Swelect Local book, click next, click from file and Next, Name it and finish the setup.

Once that is done, right click on the name of the new address book you created, then go to import at the bottom (see image) and select "Import from file" Then select your Outlook CSV
