
I deleted all the shortcuts from homepage and now cannot add them
I deleted all the shortcuts from Firefox desktop browser's homepage and now I cannot add them back.
There are no blank shortcut icons on the page anymore. No setting to enable them. Shortcuts are enabled. Page is mostly blank, only has Firefox icon.
I tried to close and open Firefox as well as disabling and enabling the shortcut setting. Adding more rows did not do anything.
Before this issue occurred, I had one shortcut on the page that was linking to localhost. I opened the edit window to the shortcut and pasted the same address and saved changes. After that I removed the shortcut. All of the blank tiles immediately got removed from page and I had no way of adding more shortcuts.

Can you try going to settings -> Home -> Check Sponsored Shortcuts. This should give you an empty tile. Add a shortcut to that empty tile, then uncheck Sponsored Shortcuts. You should see the Add Shortcut button with the plus now.
This is a current workaround, the relevant bug report for this issue is https://bugzilla.mozilla.org/show_bug.cgi?id=1940558.
Unfortunately, this did not fix the issue. I checked the "Sponsored Shortcuts" option, but the home page remained unchanged. No empty tiles or any tiles at all. I tried turning on and off the various options, but nothing was able to make the tiles appear.
Same here. I was having trouble with the cursor freezing intermittently. Later that day, bookmarks, extensions and homepage shortcuts were missing. So I'm trying to address one problem at a time. I tried the suggestions above and like rosgaajania, I couldn't get them to do anything at all. Would Mozilla folks please look into this problem and come up with a fix? Apparently, this is a new problem, with which our community members can't help. BTW, to emphasize, I did not erase the tiles. They just vanished along with other browser features.
