I have received a message containing a attachment. When I forward this message the attachment is not included. How do you forward message and the attachment is included.

That is strange. Out of the box it Forwards attachmens included in original message. Tools->Options->Composition does not have explicit options for that. Tools->Account Settings does not have explicit options for that.

Either yours is broken or something else is wrong.

When you mean attachments you are talking about a file name that shows below the message as:

1 attachment: filex.zip (see image1 attached)

Or an image included in the message body? (see image2 attached)

As a last resource this (see image3 attached) can be checked. But I don't recommend changing defaults (mines are defaults)
