reinstalled Windows so need to set up TB again, but all day when I try to change password a message says 'service not available, try later.

That will be your email service provider's server saying that. It's not a Thunderbird message.
For future reference, you can save all your messages, settings etc and reinstate them after a system rebuild, avoiding the need to set up accounts all over again.
