What is an ISO and this little peppermint that circles & won't let me shut down

Sometimes when I attempt to shut down, a box appears stating something about an ISO. Prompts are continue and cancel. A little spinning multicolor circle appears. I can't do anything...continue, cancel or shut down the computer. What is this? How do I get rid of it?
