I went into extensions under add-ons and disabled the IE tab and it seems to have fixed the problem.

In my case the addon which was causing Ctrl-D block turned out to be [https://addons.mozilla.org/en-US/firefox/addon/tree-style-tab/ Tree Style Tab v0.15.20150306]. See [https://github.com/piroor/treestyletab/issues/932 issue #932].
