I can't seem to delete all the bookmarks at once - the recommended way the delete is grayed out so can't delete under organize bookmards

You can only delete the bookmarks that are in the three major bookmark folders, but not those major folders themselves. 

Bookmarks Toolbar
Bookmarks Menu
Unsorted Bookmarks

You can delete (reset) all bookmarks on the Safe mode start window.
