Instructions to create a List in Thunderbird are not working.

The Help instructions for creating a List in Thunderbird are not working. The method I am trying to use is the 2nd option of highlighting email addresses in the address book and dragging them into the List. When I hover over the list there is a circle with a slanted bar inside indicating I cannot do that process. This process used to work for me previous to my having to re-install Thunderbird.
