When in full screen, is it possible to reveal both toolbars with a mouse hover, rather than just the navbar

Also, is it possible to move the "Zoom" entry to the top of the menu.

BTW, what do you do here when the none of the "Please Select" topics match your question, since there is no "Other" option?
