Adding new address list to "All Address Books"

I'm trying to add a list to "All Address Books". I can't seem to place it under that folder, only under "Personal Addresses" or "Collected Addresses". The popup for New List only gives me the those two folder choices. I really want to place my new list under "All Address Books".

All Address Books is not a standard address book - it's a search result of all the actual address books. Mailing lists can only be added to standard books - after which it will appear in All Address Books.
