When I download a file with a ".url" extension, the browser adds ".url.download", however when I select the URL of a website and drag it to the desktop, a ".url" file is generated without any additions.

Arriba a la izquierda tienes el botón para descargar. Si lo descargas con Firefox veras que se descarga "Pregunta.url.download" y si lo descargas con otros navegadores se descarga "Pregunta.url".
