Your information on blocking Facebook's popup notifications is way out of date. Directions impossible to follow because they are not available on Facebook. How about an answer that works on the current version of Facebook?

You can block pop-ups for a particular site by opening the page information window when on that site (ctl+i) and on the Permissions tab configuring Open pop-up windows.
