That error usually indicates you've run into a web-based firewall sites use to block what they think is attack traffic. Sometimes an individual IP address is blocked, and sometimes it is a range.

If you are accessing through your home or office ISP, it will usually clear up in a few hours. If you are using a VPN, you may need to try a different exit node.
