How do I get rid of the circulating arrows that show while watching a movie?

While watching AmazonPrime videos, a large annoying graphic of circulating arrows shows in middle of the screen over the movie, for the entire movie. Does this mean it is in perpetual upload, perhaps I need to increase the 'buffer' or upload speed, or ? Please advise.

That means the video is playing faster then the incoming feed. Have your ISP check your service. You may need faster service.
