How large is this JSON backup file and how many bookmarks are in the file? The xxxx part in the file name of the JSON backup (bookmarks-####-##-##_xxxx.json) shows the number of bookmarks stored in the backup.

Try to delete the current places.sqlite file and see if that makes importing work.

If you delete (or rename to be able to undo the delete) places.sqlite then Firefox will rebuild the bookmarks from the most recent JSON backup in the bookmarkbackups folder. If there aren't any JSON backups then Firefox will use a bookmarks.html file in the main profile folder when this file is present.
