I cannot open the downloads on the arrow tab

I know how to open downloads using the downward arrow at the top of the window, but today it stopped working (I click on a document and try to download it with Google, but it never flashes green in the downward arrow so I can open it.

Can you see any downloads in the Downloads Manager (Library; Show All Downloads or Tools > Downloads) or on the about:downloads page via the location bar.
