Chosen Solution

The View > Layout menu items in Thunderbird can only be enabled or disabled when the "Mail tab" is displayed (active). When you open messages or Calendar or Settings etc in a new tab the "Layout" is grayed out. As soon as you return in the mail tab the Layout items are available.
