where is the "open" panel for the vpn

I tried starting the VPN. Got all the way to where it said, go to "open" panel and turn it on. I did not see nor do I know where the panel is. I tried the 3-hash mark menu on the right. Didn't see anything about turning on the VPN. I run into this problem sometimes, where it is assumed I know something when I don't. The people who write the instructions work with the software know what they are talking about. Those of us who don't, don't always know what they are talking about. That knowledge shouldn't be assumed. So at the risk of "talking down" to your customers, give a few hints sometimes. Thank you.

The Firefox built-in VPN is offered as a progressive rollout to users in the U.S., U.K., Germany and France, as mentioned in the Firefox 149 release notes. It is also offered to users in Canada, starting in Firefox version 150. It is not available to everyone, even if you are in one of these locales.

If the built-in VPN is available, you would see a VPN icon in the top-right corner of the toolbar, that opens a prompt to turn on the VPN. You would also need to sign in to a Mozilla account. For more infomation, see the Use built-in VPN in Firefox article.
