the instructions on how to use the vpn are incomplete and unusable; there is the need to include; add vpn extension, then install vpn, the app download page states the vpn app is a paid subscription, but the web page states it is free to use, which is correct?

This feature is experimental and is being introduced to the Firefox user base through a progressive rollout. It is being made available for users located in US, UK, Germany, France and Canada. It may not yet be available in all locales. To use VPN, you need to sign in with a Mozilla account. If you’re eligible, you’ll see a prompt in the Firefox toolbar inviting you to set up the feature.
The built-in VPN in Firefox is Free with monthly data limit 50 GB and protect your browser.
