If you still get a blank page, there was a bug in Firefox 138.0 that should be fixed in Firefox 138.0.1. You may need to check for updates: Update Firefox to the latest release.
If the problem is that some other page keeps showing up, it could be due to an add-on. See: An extension changed my New Tab page or home page.

You should be able to set your home page to Google using the "Custom URLs" setting. You can test using Ctrl+N to launch a new window.
New tabs (Ctrl+T) are different. You need an add-on to change the new tab page to Google. For example: https://addons.mozilla.org/firefox/addon/new-tab-override/
