Private Browsing with Tracking Protection showing off, even though I have it turned on.

I have Firefox pinned to my taskbar, when I right click and select New Private Window. Tracking Protection is showing off even though I have Only in Private Windows selected. If I open a 2nd Private Window it'll display properly. Even if I change Tracking Protection to Always I get the same problem. Is this a bug?

Seems to be working fine now, with the 63.0 update.
