Every new tab generates a second add-ons tab

When a new tab is oppened and i select home page for that tab a second tab "Add-on Manager" is also generated. this means i end up with multiple copies of this tab how can i stop this?

Check the Home page setting to make sure that you haven't set multiple home pages.
