restore bookmarks does not work

I have, over the past year, used Bookmarks>Organize Bookmarks>Import and Backup>Backup to save a .json file on an external hard drive. Not once has a restore operation worked. After some delay I get a message saying that it couldn't process the file. That's not a very reliable backup/restore feature. Has it always been broken? Fortunately, and thankfully, the html export and import does work.

Does that file have a .json file extension (right-click: Properties) ?
