after downloading I get a Logon failure: USER ACCOUONT RESTRICTION WHY

after downlaoding I get a Logon failure: User acccount restriction. Possible reasons are blank passwords not allowed, logon hour restriction or a policy restriction has been enforced. And after extracting I get a run as box. with Me as current user and need a password or run the program with the following user Administrator. And thats as far as I get

Are you the owner of your computer?
