How do you set messages to indicate message received by recipient as a permanent setting?
When sending messages can the program be set to permanently set message received by recipient? instead of having to create that for each message sent?

Sorry, but I'm not sure what you mean by
...set message received by recipient
Do you mean that you want to always request a read receipt? That can be set for all of your mail accounts or for individual mail accounts.
Tap the Alt key to display the menu bar, then
- Tools > Options > Advanced > General - to request a return receipt for all messages sent on all accounts
- Tools > Account Settings > {account name} > Return Receipts - to request a return receipt for all messages sent on that account
