What startup setting do you use (Options/Preferences -> General -> Startup) ?

If you use Restore Previous Session then your tabs should be opening automatically on the next start. Otherwise you need to use "History -> Restore Previous Session". If you use Private Browsing mode or clear the browsing history via "Clear history when Firefox closes" then you won't be able to restore the session.
