When I view the page in IE9 it looks roughly the same as Firefox (except in Firefox there is a menu). If I switch IE9 to compatibility mode using the broken page icon in the address bar, then it lays out in the manner I assume was intended.

Is this a site you have the ability to edit? One thing that would help is in the file SiteWide.css, remove one of the { after body; having two of those consecutively appears to be invalidating the entire file. For other feedback, check out Firefox's Error Console (Ctrl+Shift+j).
