Older webpage when opening Firefox

I find that when I open the Firefox browser and it opens my homepage it is and older page. I have the settings to delete data and cookies when I close the browser. I have to "refresh" to get a current page. I'm not sure if this is a flaw or if I just missed a setting.

When you start Firefox and reopen tabs automatically then Firefox will try to reload the page when possible from the disk cache and this is likely not the latest version. To prevent that you will have to use "Clear history when Firefox closes" to clear the disk cache and thus you will have to reload all pages from the server once again.

I have the Firefox set to "Clear history when Firefox closes" also.

Type about:preferences#privacy<enter> in the address bar.

Turn on Remember My Browsing And Download History At the bottom of the page, turn on Clear History When Firefox Closes. At the far right, press the Settings button. Turn on ONLY Cache and Form And Search History leaving the others off.
