This question has been asked back in 2017, in this post. However, the solution is hard to follow and I doubt if it will work now, in 2020.

Also, there is a relevant Bug report. Yet, for version 76.0 on Windows, I did not see a "sync Toolbar" option.

Looking forward to a step-by-step guide to set up the Toobar-sync, if it is possible.

Thanks a lot!

What you need to do, if you haven't already, is create an account for Firefox by clicking the three bars on the upper right hand side of your browser. Then click on the account at the top of the list, then sync settings, change what you'd like synced to other devices you have under this account. Then go back to the account and click "sync now". Now your devices will have everything you've got check marked to sync. You're my first answer for helping with firefox, so go easy on me. Feel free to reply to this if you're having trouble.

lee,

That Bug is relatively low on the priority scale and as Mark Hammond (one of the Sync developers) mentioned the screen size of the various devices that users may have a negative impact for them, if there is a mix of laptop / laptop devices connected to the same Sync account / Firefox Account. I don't advise waiting for that Bug to be handled, between the 2 blocks for that Bug and 20 Dependency Bugs, which means that there is a lot to be done before Sync can be expanded in the direction that you are looking at.

Overall, you should try using the modification that cor-el mentioned here:

This support article paragraph tells you how to add a new preference to your Firefox current Profile. You need to add browser.uiCustomization.state as a Boolean pref to about:config, and set it to true.
Once that is done and Firefox is restarted, services.sync.prefs.sync.browser.uiCustomization.state should appear in about:config; just verify that it is set to true and if not "toggle" it to true.

Note that syncing this uiCustomization pref isn't recommended as not all items might be available on each device and sync works both ways, so your toolbar configuration could easily get mixed up.
