Are you referring to the old 66.0.3 Released back on April 10th or the recent 66.0.4 update.?.

Firefox 66.0.4 was released (along with 60.6.2esr) as one of the ways to deal with a expired certificate issue that affected many extensions.

No version of Firefox including 66.0.3 is the cause as downgrading would not have helped.
