I don't have an HTML back-up but I do have the Favorites folder. Is there a way to recovery my bookmarks back into a new installation of Firefox?

Firefox can't handle the Favorites data. Best thing to do is to export that Favorites data from Internet Explorer in HTML format and then Import that HTML file into Firefox.

In Internet Explorer use File > Import and Export --> Export to a file, then select Favorites.

In Firefox import that HTML file. https://support.mozilla.org/en-US/kb/import-bookmarks-html-file
