Prevent Ctrl+N from opening a new window in *Quantum*

Is there any way, either via about:config or a WebExtension, to prevent a new window opening in Firefox when Ctrl+N is pressed? This question was asked (and resolved) a year ago via a Xul extension (see 1148778). So that solution is now out. Custom Windows keybinding utilities like AutoHotKey are not an option either, because this is for a work computer (don't have Admin rights). If there's no current solution, can the feature be requested?

Full disclosure: you can see I'm using 52 ESR, but I am closely following the 57+ adjustment period; I would much rather stay with Firefox than move to another Gecko or similar browser in June 2018. My hope is that by then, what may be seen as lost *Firefox* features via Tab Mix Plus, HCTP and AiOS will largely be added or at least planned to be added to the core browser by then.
