Is there a way to make the fullscreen mode toolbar to overlay instead of resizing the window?

Hey, google isn't helping me with this. In fullscreen mode if you want to access the toolbar, it resizes the window/tabs when it appears. I'm looking for a way to make it scroll down over the tab. So the resolution stays the same within the tab. It would just overlay.
