This looks like an encoding issue.

The original text uses Cyrillic, right? Here is an older article about the encoding issue of garbled Cyrillic names in IE: https://blogs.msdn.microsoft.com/ieinternals/2010/06/07/downloads-and-international-filenames/. This was the clearest demonstration I could find.

I don't know how to fix this, and I could not find a solution or workaround at this time (only related Bugzilla bug reports from 2010-ish). All I can suggest is updating Firefox by visiting https://www.mozilla.org/en-US/firefox/all/ (your details list version 45.0, newest is 45.0.1) and trying out different encodings in Firefox or your local system.
