My "Action" at top of msg has disappeared. Can't forward message

usually in upper left screen of a message there was the word "Action" I think it was. This is where I would click and be able to forward or reply to messages. I know how to use Reply on tool bar, but am unable to forward any messages suddenly. Looked up shortcuts but the Crtl + arrow right doesn't work to forward a message
