Thunderbird reverts itself back to 31.2.0 after update to 31.3.0

In Windows 7, previous updates worked, but this version fails to restart after update, so I reboot computer and find release 31.2.0 has returned, along with the now annoying message to update again...

Now I am getting annoying messages to update to 31.4.0 that do not succeed. Thunderbird still reverts to 31.2.0.

You can download the full installer from https://www.mozilla.org/en-US/thunderbird/all.html and run it.
