Can't import bookmarks HTML file

I have done this many times in the past, so I don't know why it won't work now. I go through all the usual motions, but the bookmarks don't show up in the library. No, they are not in the unsorted bookmarks folder or the toolbar or thebookmarks menu.

That's just the most basic instructions for importing bookmarks.

Also someone having trouble importing bookmarks from IE.

I know how to import bookmarks; I have done this easily countless times in the past on several browsers. I'm told it's successful this time but the bookmarks don't appear.
