Look to the left, do you see a list?
Type about:preferences#content<enter> in the address bar.

Thanks....sorry, I was troubleshooting for a friend and expected her to see the tabs across the top like in my computer...Thanks, hers were across the left and we easily moved from there to unblock her pop up blocker for a specific site.
