What number of rows do you see?
Previously was 4 rows per my setting, now it may be 2 or 3 or 1 ....?
Do you have "pencil" icon in the corner? There you'll be able to set the number of rows:
My setting has been showing for 4 rows for a long, long time... but it continues to vary. Even just restarting Firefox produces a different number of short cuts and rows.
