I think there is no setting to always open in a new tab

but you can Use a different PDF viewer or set Firefox to always ask or Save file

Click the Menu button > Settings > General > scroll down to the Applications section.

Find the entry for Portable Document Format (PDF).

Click the drop-down and choose. https://support.mozilla.org/en-US/kb/choose-your-preferred-pdf-viewer-firefox
