Cannot set up sync on newly installed firefox.

I have sync set up already on 5 devices (laptops and tablets). I just re-installed windows on a desktop and installed firefox and now I'm trying to set up sync.

By the way, it seems I'm having the same issues I had in 2012! https://bugzilla.mozilla.org/show_bug.cgi?id=788032

I go to Options > Sync > Setup Firefox Sync > I Have an Account.

Instead of asking me to log in to my account (similar to Chrome's Sign In To Chrome) and just automatically starting to sync everything like most people would expect, it instead asks me to pair a device. That makes no sense. All my other devices have already been paired weeks, months, and years ago and I don't even have any of them with me at the moment!

So I go back to my house and get my phone and come back and the instructions tell me to look for something like this: https://support.cdn.mozilla.net/media/uploads/gallery/images/2013-10-16-10-48-59-c3066e.png

I'm not going to see this because I've already set up sync on my phone months ago.

It makes no sense.

Why can't we simply "Sign in to Firefox Sync" the same way we can simply "Sign in to Chrome"?

Firefox isn't Chrome. Three things are needed to connect a new device to Sync - username, password, and the recovery key or the pairing code.
