Is this account on Verizon-Yahoo or Verizon-AOL? In either case, you will probably restore the connection by updating the settings, e.g. for Yahoo.

I have Verizon=AOL. How do I update the settings for this?

I would use the standard AOL settings in Tools/Account Settings: pop.aol.com on 995, SSL/TLS, User Name = email address, authentication = OAuth2; smtp.aol.com on 465, SSL/TLS, User Name = email address, authentication = OAuth2. Delete the passwords in Tools/Options/Security/Passwords/Saved Passwords, restart TB, and enter the regular account password in the OAuth browser window when prompted. TB should be 68.5 or later for OAuth2 support.

When I restart TB no OAuth browser window appears it just tries to connect to server until it times out.

What is your antivirus? Add the TB profile folder as an exclusion or disable Mail Shield and scanning of secure connections, or whatever applies to the app. That is the most common cause of timeouts.

I have Norton's 360. Excluded Mozilla Thunderbird. Still times out.

If you want to exclude all effects of Norton on email, you'll have to run in Windows safe mode. Maybe you can apply these instructions to limit its interference. Frankly, you might be better off removing it entirely and using the built-in Windows Defender.
