How can I fix downloads shortcut button? Is ctrl+shift+y, should be ctrl+j

For some reason, ctrl+j is opening some kind of strange popup instead of the download window that it should. I checked Tools>Downloads and it says the shortcut is ctrl+shift+y.

This does not make sense because every other browser I have used responds to ctrl+j for downloads. Furthermore, ctrl+shift+y is not even convenient. How do I fix this feature to work the way it should?
