can I remove pop up which does not allow me to firefox settings

To help disable it, go to privacy and security, scroll down to permissions, and click the settings button next to notifications. After that, look for unfamiliar websites, especially related to Norton or mcafee. Next, if the popups don't dissapear, press Ctrl + Shift + A or Cmd + Shift + A to open add-ons and themes. Review any unfamiliar extensions and remove them. Lastly, if all doesn't work, and you have mcafee or Norton, open the specific antivirus or whatever, and disable any popup notifications.
