can not import (recover) saved htlm bookmark file

firefox up to date, only 1 profile used used to have aio sidebar, but for the past years sidebar changed & could not save, reorder nor change bookmarks tried 2 newer sidebar plugin & lost all my bookmarks cant import from saved bookmark htlm file nor import from gmail settings (attachement); how to resolve? is there a plug in I shud invest time populating instead of wasting time

Can you confirm that this HTML file actually contains HTML bookmarks data by opening this file in a Firefox tab?
