The VPN tab doesn't appear anywhere on my menu

I've looked where the explanation says and the VPN tab doesn't appear anywhere in the top right of the screen.

Also when I try to access it after reading that it's free, it immediately tries to take a subscription fee.

This feature is experimental and is being introduced to the Firefox user base through a progressive rollout. It is being made available for users located in US, UK, Germany, France and Canada. It may not yet be available in all locales.
