Is it possible to make it so the ctrl+tab function and ctrl+shift+tab function takes you to the next and previous tab with each press respectively, rather than back and forth between the same two tabs like it is now.

Yes, but you have to turn off Ctrl+Tab cycles through tabs in recently used order in the Settings.
