View bookmarks with one click (i.e. from a top level interface control)

I would like to be able to view my bookmarks (not the toolbar) with one click and then open a bookmark with the second click. Is this possible?

The interface has top level controls for a promotional "feature" called "Pocket"; the extensions menu of all things; "toggle reader view" (which inexplicably opens some kind of FAQ page and which has forced me to retype this question by opening something else in the window instead of merely changing the display of the current window), and "list all tabs"—basically a bunch of features that I imagine very very very few people ever use. But no button for bookmarks? What am I missing?

If you don't want to use the Menu bar or the Bookmarks Toolbar, you can add the Bookmarks Menu or the Sidebars toggle to the toolbar in Customize mode for one-click access to bookmarks.

It's not a matter of not "wanting" to use the toolbar, it's a matter of it not being fit for the purpose.

The bookmarks toolbar has enough room for about 10-20 bookmarks depending on whether you come up with abbreviated names for them. Clearly not enough. Even if you can still edit settings to create a multi-row toolbar—still not enough.

Also, the menu bar actually doesn't even seem to have a direct way to access the bookmarks menu other than the "manage bookmarks" interface? If I open "Bookmarks" in the menu, I get a short list of some recent bookmarks. Only by opening "manage bookmarks" am I treated with the opportunity for further submenu navigation to find the actual freaking bookmarks folder.

The Customize Toolbar option you suggest does seem to do the trick, so thank you for the useful tip in response to my question! But the real question is, since this should objectively/110% be default functionality—why isn't it? Is this a public alpha?

The Bookmarks menu on the Menu bar and the Bookmarks Menu button (star-on-a-tray) that you can drag to the toolbar should both show all bookmarks in a drop-down list. Only the Library and History toolbar buttons show a list of recent items.

You can drag the Bookmarks Menu button Bookmark Menu icon (star on tray) that shows the bookmarks in a drop-down list and drag the Library button that gives access to recent bookmarks and history from the Customize palette to the Navigation Toolbar. The Bookmarks Menu button has a "View bookmarks sidebar" menu item.

See "How do I add the Bookmarks Menu button to the toolbar?"

The bookmarks toolbar has an overflow list and you can also create folders in the toolbar which massively expands the number of bookmarks that can be quickly accessed.
