I do not have "ShowAlertOnComplete" in about:config

I want to stop the idiotic pop up that just started... someone had this question in 2016 but it just started for me after last update.

I spent an hour going in circles looking for help which is why my request was so testy.
Note that there is a bug report (#1749998) about considering to add a menu item to the context menu of the download panel to control this feature.
