It could be that Basckground App Refresh is on.

1. Open Settings 2. Select General 3. Select Backgroud App Refresh and adjust as desired

Turned off Background refresh for All apps including Firefox. Still “running in background”

Okay. Does anything change if you go to iOS Settings—Privacy—Location Services, and change the setting for Firefox?
